Lemery, Bauan, Rosario, Calaca, Taal Top Batangas Municipalities in 2017 Cities and Municipalities Competitiveness Index

Lemery, Bauan, Rosario, Calaca and Taal are the Top 5 towns of Batangas in the 2017 Cities and Municipalities Competitiveness Index released last month by the National Competitiveness Council. The Province of Batangas itself rose one notch from ninth nationwide last year to eighth this year.

This year’s results are skewed somewhat by the introduction of the Resilience pillar so that San Juan, for instance, last year’s top municipality in Batangas, tumbled down all the way down to seventh.

The Resilience pillar “embodies the capacities of the LGUs to continuously function, so that the people living and working in that specific community, particularly the poor and vulnerable, survive and thrive no matter what disasters they will encounter1.”

In previous surveys, cities and municipalities around the country were ranked on the basis of only three pillars: Economic Dynamism, Government Efficiency and Infrastructure.

Readers will please note that the rankings cited in this article are those aggregated for all municipalities around the country regardless of their classification (i.e. First to Sixth Class). The lowest rank nationwide is 1340.

The Top 5 municipalities of each of the four pillars will be presented below in tabular form with the complete table presented at the bottom of this page.

ECONOMIC DYNAMISM

In the Economic Dynamism pillar, the town of Santo Tomas ranks an impressive third nationwide; and it would be higher ranked overall were its results not skewed by its poor performances in the pillars Government Efficiency and Resilience. Lemery is ranked 35th nationwide while San Juan, Rosario and Bauan complete Batangas’ Top 5 most economically dynamic municipalities.


GOVERNMENT EFFICICIENCY

The heritage town of Taal tops all other municipalities of Batangas in the pillar of Government Efficiency, ranking 36th nationwide. Lemery and Bauan did well in this pillar as well, but both were outdone by the small towns of Mataasnakahoy and Calaca, both with Top 100 national rankings.


INFRASTRUCTURE

The town of Rosario ranks a very impressive 8th nationwide in terms of infrastructure, with Top 30 rankings for Lemery, Nasugbu, Santo Tomas and Bauan. There are actually nine towns of Batangas in the Top 100 nationwide.


RESILIENCE

Bauan is the top municipality in Batangas in terms of the new pillar Resilience with a nationwide rank of 45. San Jose breaks into the Top 5 in Batangas for the first time, with Calaca, Taal and Lemery completing the cast. It goes without saying that Local Government Units in Batangas need to give this new pillar a closer examination because more than half of the province’s towns rank 500 and lower.
